Cut off top of strawberries and slice in half. Put in a bowl and add brown sugar and black pepper. Set aside.
In a large bowl combine flour, sugar, salt and baking powder. Cut butter into chunks and fold into flour using pastry blender. Add 1 cup heavy cream and mix. Knead into a ball with your hands. Roll out dough on c lean surface until it is about ½ inch thick. Using a biscuit cutter, or 3 inch round object, cut into circles.
Place half the biscuits on a cookie sheet. Top with the remaining biscuits. Melt about 2 Tablespoons butter in microwave. Brush on top of top layer of biscuits. Bake for about 15 minutes until golden brown.
While cooking make whipped cream by mixing heavy cream with vanilla
Remove biscuits and separate. To bottom layer of biscuits add strawberries. Top with a top layer biscuit. Add more strawberries. Top with whipped cream and serve.
